About the Author(s)

Lois Ritter - is a consultant in health and education. She holds a doctoral degree in education and master's degrees in health science, anthropology with a social and cultural emphasis, and healthcare administration. She has taught at the university level for over 20 years and has conducted national and statewide research on topics such as telehealth, human trafficking, and drug recovery. She is a published author of several journal articles and textbooks and has presented at international, national, and regional conferences.

Donald Graham - is an attorney and also holds a master's degree in urban studies. He has been licensed for over 20 years in both California and Washington State. His practice involves both civil and criminal justice matters, including personal injury, medical licensing, and Medicaid fraud. Mr. Graham's career has included serving as Deputy Director of the Los Angeles Regional Criminal Justice Planning Board, as an instructor for the Criminal Justice Planning Institute at the University of Southern California, as a consultant to the National Council of Juvenile and Family Court Judges, and as Administrator of the regional Developmental Disabilities Center in Orange County, California. During the past 15 years, he has been periodically involved in assessing programs delivering services for children's mental health, child abuse, and homelessness. Mr. Graham's published works include articles, journals, and a textbook on a variety of related topics.
